That's true in the States for women's undergarments but not usually for Men's. Anyway, in this case, it sounds like a quality control issue cause he said they're way too big. So if they were prewrapped, bring em back....

Depends on where you boughtem, just take it back and try to returnem. I returned boxers before that were too big. I toldem i tookem home, triedem on, and they were too big. They switchedem out for a smaller pack.
