I think that the government does have a bit to do with this in that education is no longer the high priority that it should be. It certainly isn't the ONLY reason for this problem, but they have their share of responsibility.

The US government (at least) would appear to prefer to spend money on the military than on education. That will turn around and bite us sooner than later.
